Dabei ist das Ziel der Arbeit, die Beantwortung der Frage, ob das Modell die geforderten Rahmenbedingungen für die deutsche Filmwirtschaft erfüllen kann. Jüngste Erfolge deutscher Kinoproduktionen belegen, dass das Interesse am
    deutschen movie nationwide und overseas stetig steigt. Dennoch ist eine langfristige
    internationale Etablierung des Standortes Deutschland noch nicht gelungen. So
    können die Erfolge nicht darüber hinwegtäuschen, dass es den einheimischen
    Produzenten nach wie vor an finanziellen Mitteln fehlt und dass Deutschland im
    internationalen Standortwettbewerb um Produktionstätigkeiten eher auf den hinteren
    Plätzen rangiert. In den vergangenen Jahren haben verschiedene Staaten
    steuerliche Förderungen oder Zuschuss-Systeme eingeführt, die beispielsweise in
    Kanada, Australien, Ungarn, Irland, England und Luxemburg die Zahl der dort
    realisierten Produktionen vervielfacht haben. Das wirkte sich doppelt positiv auf die
    Wirtschaft dieser Länder aus: Zum einen wurde verhindert, dass Produktionen, die
    nicht von Dreharbeiten im Inland abhängen, ins günstigere Ausland abwandern und
    zum anderen wurden vermehrt ausländische Produktionen in die Länder „gelockt“.
    Das Fehlen solcher Anreize für die nationale und internationale Filmwirtschaft, oder
    aber das Versiegen der Medienfondsgelder im Jahre 2005, führte auch in
    Deutschland verstärkt zu Forderungen nach adäquaten Rahmenbedingungen durch
    die Politik. Um diesen Forderungen Rechnung zu tragen, nahmen CDU, CSU und
